TiO2, Latest Updates About Safety

Published On: 4 August 2022

ON JUNE 20, 2022, HEALTH CANADA, THE NATIONAL HEALTH POLICY DEPARTMENT OF THE CANADIAN GOVERNMENT, CONCLUDED THAT TITANIUM DIOXIDE (E171) IS SAFE IN FOOD, CONTRARY TO WHAT EMERGED FROM THE EFSA ASSESSMENT OF MARCH 2021 WHICH LED TO THE PROHIBITION OF THE USE OF THIS ADDITIVE IN THE FOOD SECTOR (REG. (EU) 2022/63 AMENDING ANNEXES II AND III TO REG. (EC) 1333/2008).

The European Commission, following the opinion of the Panel on Food Additives and Flavourings (FAF Panel) and of the European Food Safety Authority (EFSA) that raised doubts about the safety of TiO2 as food additive, had mandated SCCS to carry out a scientific assessment of the safety of TiO2 in cosmetic products with focus on genotoxicity and exposure via the inhalation and oral route (lip care, lipstick, toothpaste, loose powder, hair spray), since the currently available scientific evidence supports an overall lack of dermal absorption of TiO2 particles.

SCCS is expected to deliver its updated opinion by the end of March 2023.

IN MAY 2022, THE EUROPEAN COMMISSION RECEIVED A DOSSIER FROM THE COSMETIC INDUSTRY ABOUT THE SAFETY DATA OF THIS INGREDIENT.

In the light of the new evidence, the European Commission will request a reassessment on the safety of Titanium Dioxide by EFSA, for food products.

SCCS will have to consider in its mandate the new data on the safety of TiO2 for cosmetic products.
